Your procurement function could be delivering more.
Procurement teams manage significant organisational expenditure, influence critical commercial decisions and play an important role in managing risk.
Yet many spend substantial time on repetitive activities, manual analysis and document preparation, leaving less capacity for strategic work and identifying commercial opportunities.
Examples of where procurement value is commonly lost
- Objectives in the approved strategy that never reach the contractThe reason for going to market gets lost between approval and award.
- Specifications written around a single supplierCompetition is narrowed before the market even sees the requirement.
- Commitments made at award that are never checked againPromised savings and service improvements go unmeasured once the contract is signed.
- Invoiced rates that drift from the contract ratesSmall differences, repeated across every invoice, add up over the life of the contract.
Syphon helps close that gap.

Cleaning services for office sites
2. Scope of services
The supplier will provide daily and periodic cleaning across all 14 sites listed in Schedule 1.
Service levels and response times are set out for each site category in Schedule 2.
5. Evaluation
Responses will be assessed against price (40%), capability (30%) and experience (20%). The lowest priced response will not necessarily be selected.
6. Pricing
Respondents are to provide an hourly rate for all cleaning services in the pricing schedule.
Facilities and property expenditure, 2025–26 baseline, 26 sites, 41 suppliers
Opportunities for your review
Supporting analysis
Eleven suppliers clean 26 sites. Three hold 78% of spend. Hourly rates for comparable services range from $48 to $71.
Commercial rationale
A regional arrangement with fewer suppliers would create volume leverage and one service standard across sites.
Assumptions and limitations
Assumes current service frequencies continue. Excludes four sites where cleaning is bundled into the lease.
Recommended next steps
Confirm the site list and lease constraints, then develop a sourcing strategy.
Supporting analysis
Call-out rates on 214 of 1,050 invoices exceed the contract schedule, mostly after a rate review that was not loaded into the finance system.
Commercial rationale
Overcharges are recoverable under the contract, and correcting the rate table stops further leakage.
Assumptions and limitations
Based on invoice line descriptions. A sample should be validated before raising the matter with the supplier.
Recommended next steps
Validate a sample, agree the recovery with the supplier and update the rate table.
Supporting analysis
Back-to-base monitoring is still billed for six sites recorded as vacated during 2025.
Commercial rationale
Services no longer needed can be removed under the contract's variation clause.
Assumptions and limitations
Site status is taken from the property register and needs confirming with the property team.
Recommended next steps
Confirm site status, then issue a variation to remove the services.
